Method
 

Step‑by‑Step Instructions
  1. Preheat your oven to 375°F (190°C) and grease a muffin tin.
  2. In a large bowl, mix together ground beef or turkey, rolled oats or breadcrumbs, egg, ketchup, Worcestershire sauce, garlic powder, onion powder, salt, and black pepper.
  3. Spoon the meatloaf mixture into the greased muffin tin, filling each cup about 3/4 full.
  4. Bake for 20-25 minutes until cooked through and slightly browned.
  5. Wash, peel, and cut the russet potatoes into chunks, boil until tender.
  6. Mash the boiled potatoes with butter, milk, and salt until smooth and creamy.
  7. Pipe the mashed potatoes onto each meatloaf cupcake, creating shapes resembling ghosts.
  8. Decorate with candy eyes, black sesame seeds, or peppercorns.
