- Line an 8x8 inch baking pan with aluminum foil or parchment paper, leave overhang for easy removal, and spray with cooking spray.
- In a double boiler, combine 1.5 cups of semi-sweet chocolate chips, 1 cup of milk chocolate chips, 0.25 cups of butter, 1 can of sweetened condensed milk, and 1 packet of hot chocolate mix. Melt and stir continuously until smooth, about 5-7 minutes.
- Add 2 cups of mini marshmallows and stir for about 1 minute until incorporated and softened.
- Remove from heat, stir in 1 teaspoon of vanilla extract until evenly combined.
- Pour mixture into the prepared pan, spread evenly, and press remaining marshmallows on top.
- Refrigerate for at least 4 hours until firm and set.
- Melt remaining chocolate and drizzle over the top before cooling completely and cutting into squares to serve.
